
Housing associations across the Liverpool City Region are coming together to support one of the most complex and often misunderstood challenges facing tenants today: hoarding.
During National Hoarding Awareness Week, housing providers across the UK were invited to sign up to a first-of-its-kind national pledge to improve support for residents living with hoarding behaviours. Led by a group of Liverpool City Region housing associations, this initiative highlights the need for a more consistent, compassionate and collaborative approach.
It reflects a growing recognition that supporting tenants is fundamental to sustaining safe, high-quality homes.
The pledge builds on work led by Prima, which established the Housing and Hoarding Innovation Group in 2025. The group is working together to:
- Standardise how landlords and partners support people affected by hoarding
- Improve safety in tenants’ homes
- Ensure residents’ voices are heard
- Promote collaboration across housing, health and support services.
Tackling hoarding requires more than a single intervention. It demands long-term, multi-agency collaboration, bringing together housing providers, local authorities, health services and community organisations.
Across the Liverpool City Region, housing associations are already demonstrating the value of partnership working. From peer support groups to training and awareness initiatives, the sector is moving towards a more proactive, supportive model.
Projects such as tenant-led support networks show how lived experience can play a powerful role in recovery, helping residents build confidence, reduce isolation and navigate challenges together.
Sustainment and Cohesion Manager at Prima, Jenny Devon, said: “Tenants and residents attending Bringing Hoarders Together meetings say there is currently a very inconsistent approach from housing associations and local authorities when speaking to hoarders and managing cases.
“Social landlords are permanent fixtures in tenants’ lives and our ongoing relationships with them means we can offer long-term support so the more housing associations and local authorities that get involved in this movement, the better.”
